What is the name of the trade test center in the USA? Where people do tests to qualify for trades?

I want to know because I want to find out if someone from another country can gain experience there as an apprentice or assistant for, as an example, a diesel mechanic or electrician, then apply to do their trade test there? Or do you have to be a citizen?
