How much will it cost for me to hire an electrician to install a 220v outlet at my home?

I have 220 outlet downstairs only and would like to add some appliances upstairs. Are there any adapters I can buy from homedepot or a hardware store that will allow me to convert my electric oven (220v) into a regular 110v outlet?
