Why would the electrician mount the ground junction bar outside my main electric panel?

I had update my electrical panel in my house and the electrician mounted the main ground bus bar outside the panel. The ground wires are run into the panel and then out to the ground bar. I live in Buffalo New York. Is this a new code?
