How can my uncle become an electrician?

My uncle does a lot of side electricity type jobs, like making new power outlets and putting up and powering fans and stuff. his last side job was putting up and powering 7 track lights and 4 can lights in a house and he did it flawlessly. now he wants to become a full time electrician. what does he have to do.
