What should I prepare and expect at small claims court?

We hired an electrician 4 weeks ago and the work is not done. There are always excuses: raining, just fired worker, sick, too much time at other place, wrong tools, etc. If I go to small claims court, how do I start that process? What sould I expect or ask for? I might not want him back. We owe him $200 but the work left to do is about $600. He does not return phone calls and when he says he is coming over, he does not show up.
