is it safer to short the earth and neutral of an ups output to protect an equipment?

i have an imaging equipments. i need a dedicated earth, my electrician has put one dedicated earth and he shorted the neutral and earth of ups output. he says it is more safer. can anyone suggest me some website regrading this? my question wht is the use of a dedicated earth when you short the neutral and earth in the output because the difference in the neutral and earth voltage measured will be zero.
