If my electric wires between the walls got wet when a pipe broke, do I need to replace them?

I had a pipe break in the walls of my home and the electrician told me I needed to replace all the electric outlets and wires. Is this true? I'm assuming it's precautionary due to the shocking relationship between water and electricity, or is it a standard code?
