How do you expose the electrical outlets when you put up drywall over it?

I have cemented walls. I wanted it cover it with drywall, but there are outlets in the cement walls. I know I got to have holes cut out for them, but do I need to call in the electrician to rewire them? I was hoping I could do it myself. It needs to come out of the cemented wall at least an inch or so.
