Does my basement bathroom have to have an electrical outlet to meet code?

I am in the process of selling my home and the code officer says every bathroom needs an outlet to be up to code. I was told by an electrician that since this isn't new construction that bathrooms do not need outlets to meet code. This is not new construction and was there when I bought the home.
