Are there any electricians here in Indiana?

We need a electrician in Indiana that knows how to find and fix objectionable current. We can't find one that knows how to fix the problem. Please help. Thank you. The dedicated, 20AMP circuit reads, neutral to ground 100. Electronic air cleaner won't work with neutral running in ground.
