Why is there a power surge when AC and garbage disposal is turned on?

The lights dim when the Air Conditioner or garbage disposal turns on. They dim for a few seconds and then they are normal again. Is this dangerous? Is there an easy way to fix it or is this a job for an electrician? Thank You!
