Does $170 for an electrician to change out three ceiling lights sound like a lot?

I'm going through my condo's management company which has a maintenance department that you can call on for repairs, re-decorations, etc. They keep a list of people they contracted with if you need to have certain jobs done. I needed three light fixtures replaced and was quoted $170. I can't do the job myself and don't have time to call around and set up appointments. Regardless, is that high or is that the norm?
