do you have to be a licensed certified electrician to work on electrical in your home?

Like installing a new track and recessed can lights ? I was told you do or you will be violating the law. Also home owner's insurance will not cover it in case of accident or fire. Then why Home Depot sells all these home improvement materials to general public ?
