RI Electrician's license with a degree in Electrical Technology from New England Tech?

I am currently looking for an electrical apprenticeship in RI or Mass to no avail. I have the tools and a truck, but no experience. A friend told me that the apprenticeship hours are waived with a relevant associates degree. Anybody know if this is true, or if anybody is hiring year 1 apprentices?
