Do you really need to be a certified electrician to work on a house's wiring if you want to sell it?

I want to rent small houses, gut em, remodel em, and sell em but I'm not gonna do it if i have to pay for other people to do the work for me. Do you really need to be a certified electrician to legally do the electrical work? I'd become a certified electrician but unfortunately you appranetly can't just go to college for it, you need on the job training and my job won't allow for that.
