what is the best way to fix an electrical problem in a 1993 ford escort?

The dash lights in my 1993 ford escort are dim, and I'm wondering if it's a fuse, or if it's the lights in the dash board. I'm thinking it's electrical solely based on the fact my a/c doesn't work either, and I know that that sometimes can be an electrical problem.
