If you have a certificate in welding or electrician, is that concidered to be a specialist?

I want to get a work visa for Vietnam, and the requirements are that you should be a specialist or a manager or a executive. But I have 2 certificates, one for welding and the other for electrician, I went to a vocational school, to obtain. So I was wondering is the concidered to be a specialist?
