Can inserting a resistor into an electrical circuit have an effect similar to a short circuit?

This is a question from my electrical lab book. The definition from my text book is as follows: A short is a condition in which there is a zero or abnormally low resistance between two points. It also states that when there is a short, a portion of the series resistance is bypassed, thus reducing the total resistance. Anyone have any ideas?
