How expensive would it be to hook up a 30 inch baseboard heater?

Just want to hook up one in my relative's mobile home to heat one room. Also do some places require permits to hook up these since it hooks up to the house wiring? If you are an electrician- baring any complications how long on average would it take to hook one up? Home is 1200 sq feet and the electrical box is 20 feet from where it needs to be hooked up.
