Anyone know of any electricians who can hook up my comcast cable?

I have hooked it up myself but I am having problems with the cable itself. I need to hire an electrician who can install it since comcast refuses to help me out. I have a HOA so I cannot run the line outside. Any ideas? I live in a townhouse, and we already have cable in the basement, on the first, and on the second floor. We have done the under the carpet thing but my channels are not coming in or there is a lot of static.
