What qualifications dose an electrician need to legaly work in a commercial public building?

Is it legal to do electrical work in shop, bars and pubs without any qualifications. The person in question has many years experience and a good knowledge of whats being done. By electrical work I mean running cables behind walls, installing sockets and lights.
