What is the difference between a degree in Electrical Engineering and one in Electronics Technology?

I have no desire to be an electrician. I would like to learn how to design circuits and perhaps work in Robotics or with computers. My college doesn't offer a degree in Electrical Engineering though, only one in Electronics Tech. Should I choose a general Engineering degree, or one in Compsci instead, and change my major when I transfer to a four year school? Thank you in advance.
