What is the difference between a Certified Electrician and Licensed Electrician?

My husband completed training at a local Career Center and has a Certification as to he graduated. Does this make him legally Certified? What are requirements to work out on his own? I know insurance, taken care of, but whaty else? Thank to all who helps with this matter! I understand he is not Licensed...is he Certified?
