Brief electrical outages and flickering- what tests can a licensed electrician perform to locate the cause?

I had a licensed electrician inspect the circuit breaker box and all connections, buss bars, lugs, checked for ground, signs of water leaks, arcing. He also checked the connections at the utility company's electric meter. What else can be done? The utility company performed a "load-test" on at their electric meter and said there's a bad connection on their equipment in the street. They replaced a part of a cable and said the problem is fixed, but there is still flickering and brief outages in my house.
