What are those electrical green box thingies and do they put out radiation?

Okay, so in my neighborhood theres this like hangout spot we have, and it's this green box thing, that says "Electrical box caution." But it doesnt like say what its cautioning. Like, is that hazardous? We've hung out there for years. And i've always wondered.
