Can an electrician wire a home in such a way that would yield a high energy bill?

we are building and my husband is wiring the recessed lighting only. The electrician left a little note that said if any wires pulled or terminated we will lose all electrical warranty. I have heard horror stories about electricians getting back at home owners by wiring the house a certain way that the homeowner would get a ridiculous energy bill. What should we look for to keep that from happening? Thanks!
